First, the capital of the Russian Federation is going to get the title of “smart city”. According to experts, Moscow’s special difficulties in obtaining such a title should not arise. In addition, now 250 public services in digital format are available to residents of the capital, and in 2017, more than 600 million electronic services were provided in the municipal sphere.
In addition, the mayor’s office plans to develop further the free Wi-Fi network in the city’s public transport, as is customary in all digital cities in Europe. The presentation also emphasizes the approval by the administration of the decision of digital companies to place their headquarters in Moscow, as Yandex had previously done.
According to the authorities, the implementation of plans to transform the capital into a leading digital megalopolis will require the cooperation of three parties – business, residents and the state. Under conditions of the balanced trio, that one can talk about the achievement of all the goals set, namely, ensuring a comfortable life and entrepreneurial activity. In addition, the authorities will take measures for more transparent city management. Already, the city mayor’s office is interested in blockchain technology, artificial intelligence, smart contracts and big data.
In addition to the rather expected trend technologies that the authorities attract to the development of large cities, in the presentation of the administration, quite rare concepts have met. For example, in 2030, the municipality is going to use convergence and connectivity to achieve its goals. In addition, in their analysis of the future, the authorities did not ignore the forecasts of futurologists about what the capital should look like in 10 years.
Non-ideal digital information infrastructure
Experts noted that for the time being all the plans of the city hall are planned rather crookedly and incomprehensibly how everything will be implemented. Therefore, for example, the presentation speaks about the future implementation of exoskeletons in the sphere of medicine, but no real reason is given for the fact that by 2030 this will be realized. It was also mentioned about the reforms in the field of education of Muscovites called “individual trajectory of education”, but in no way revealed what is meant by this term.
However, the authorities note that this is only the first stage of the plan. Based on their message, the program of the new city has not been approved yet by the mayor of the city, and has not passed the stage of both public review and hearing in the Public Chamber. However, the initiators of the project now want to note that this idea caused a great resonance in the media, and attracted the attention of more than 4 thousand citizens.
