Ukrainian seeds fully provide the domestic market and are in demand among farmers. The country’s potential for this sector is large, and with a properly implemented policy, it is possible to increase the volume of grain seed exports to 1 million tons. Experts share their views on the trends and development of the production of planting material for domestic needs and access to the world market.
Export of Seeds: Current Situation
Today, the country fully provides the domestic market with seeds and planting material. The exceptions are corn, beans, and sunflower. According to experts, the state is ready to actively increase supplies. Potentially, exports of agricultural products may be at the level of $ 1.5 billion, now the amount ranges from $ 10 to 20 million.
In the past agricultural season, wheat supplies for sowing amounted to 1799 tons, and the potential forecast was 855.3 thousand tons. Seed barley shipped 234 tons, with a potential of 576.5 thousand tons. Export of buckwheat for the countries of South Africa amounted to 93 tons, although there were all opportunities to ship 24.5 thousand tons of seeds.
The leader of seed exports for a long time remains corn, which occupies 85% of the total exports of crops for planting. Last year, maize for $ 9.4 million was sold to other countries. Supplies are mainly to Belarus, Georgia, Moldova, and Kazakhstan.
In the global seed market, discrimination towards domestic products is clearly visible. If corn is bought from other countries at $ 3,950 per ton, then the Ukrainian price is $ 2,113 per ton.
There is a similar situation with wheat. Imports are carried out at a cost 2.5 times higher than exports, which range from $ 450 per ton. Sale of barley at a price of $ 450 per ton is 1.8 times cheaper compared to the purchase.
How to increase the potential of the export of seeds
Various factors influence the development of seed exports and its expansion. One of the main ones is domestic phytosanitary certificates that are not recognized in the world. Slows down the process and inhibition of accession of the state to the Variety Certification Schemes.
In addition, the quality of domestic seeds is noticeably inferior to products of European countries and the United States.
Accepting the principles of transparency in managing the market turnover of planting material and seeds, as well as protecting the intellectual property of breeders, will overcome a number of problems in the way of increasing exports. For this, it is necessary to create mechanisms for managing certification processes, improving quality and expanding the range.
The development of the industry is possible with a clear state regulation, which requires the adoption of basic laws for interactions in the seed market.
