Installation of smart electricity meters in Russia will become mandatory by 2020

According to the statement of the Ministry of Digital Development, Telecommunications and Mass Communications of the Russian Federation, by 2020 every resident of the country will have to use the XNB protocol in smart electricity meters, which was developed by Strizh-Telematics. Moreover, communication networks must necessarily operate on the frequencies allocated to GLONASS-TM, which belong to Igor Rotenberg’s company, as well as to its Rostec corporations and GLONASS JSC.

According to data published in the telegram channel, the Deputy Minister of Communications, Aleksei Sokolov, put forward an initiative to change the requirements for formats and protocols for the exchange of information between information systems of intelligent electrical energy accounting systems (ISEEM). In accordance with this proposal, from 2020, data transfer between ISEPM should take place in XML mode.

In addition, the initiative also referred to the requirements for ISUE, which should be retrained completely to domestic producers. That is, systems should now be able to work on Russian software, as well as support all local technologies. In addition, if the user of the system has remote access, then he should use only local web browsers. According to the source, this requirement will be added soon to the draft Government Decree “On approval of the rules for providing access to the minimum set of functions of smart electricity metering systems”.

However, on this innovation in the field of ISUE is not over. To ensure the security of the system, as well as the prevention of illegal changes to the data of developers, autonomous security structures will be introduced, including cryptographic methods.

How should the installation of smart electricity meters?

As already indicated above, Igor Rotenberg, GLONASS, will be responsible for transferring data from new electricity meters. According to the news source, the most important aspect of this innovation is that the data exchange between electrical energy metering devices and ISEPM over the air must be performed using energy efficient Low Power Wide Area Network (LPWAN) protocol-based networks XNB (Extended Narrowband).

According to experts, these networks should be built on Russian equipment in the frequency ranges of 863–865 MHz and 874–876 MHz. XNB protocol was developed by the Russian company Strizh-Telematika, whose assets were previously transferred to Modern Radio Technologies LLC (CPT). Since 2018, CPT has been managed by Glonass-TM.

Also at the end of 2018, the State Commission on Radio Frequencies allocated Glonass-TM frequencies in the same bands: 863 – 865 MHz and 874 – 876 MHz.

It is also worth noting that after the initial publication, the ministry hastened to assure citizens that the data transfer would not be limited to the imposed environment. According to the representatives of the representatives, the subject will independently choose the most suitable option.
